Ombudsman - Bangsamoro law can’t be above Philippine Constitution

The BBL (Bangsamoro Basic Law) should not be above law of land, this was according to Office of Ombudsman.

In a recent letter to the Cagayan de Oro Representative Rodriguez, who chairs for the Bangsamoro ad hoc committee, the Ombudsman Carpio—Morales cited provision apparently grants Bangsamoro government primary authority to discipline officials and its employees.


Morales said that this provision “diminishes” ombudsman’s constitutional authority to investigate its elective and its appointive officials of Bangsamoro government.

Bangsamoro Basic Law (BBL) should not be allowed to go up above Constitution as fundamental law of our land,” ombudsman said.

The ombudsman also added that there’s a provision that would allow Bangsamoro parliament to pass law amending three—year term for its members of parliament and determine its salaries.


Morales said that the terms and its salary grade levels of its officials in central government should also apply in Bangsamoro government.
