Speaker Feliciano Belmonte along
with the members of the House Committee on Justice described the 3 impeachment
complaints to President Aquino as “weak” and “mere scraps of paper”,
two impeachment cases which were in connection with Aquino’s implementation on DAP
(Disbursement Acceleration Program).
Speaker said that the complaints,
which were scheduled to be taken by the House Committee on Justice on Aug. 26
are “all
weak.”
The rationale why he considered it
as “weak”
the 3complaints, were separately filed by militant groups endorsed by congressmen,
the lawyer, said, “I don’t like to get into that discussion. That’s my view – that they
are all weak.”
Earlier Belmonte said that implementation
of DAP was “done in good faith” and it helped spur our economy and the use
of savings was already a longstanding practice.
The Anti-pork barrel groups, led
by Bagong Alyansang Makabayan and the Youth Act Now filed a separate
impeachment complaints against our President for implementing DAP, in “culpable
violation of the Constitution and betrayal of public trust.”
The recent impeachment the third one
was filed by members of the civil society groups in connection with Aquino
government’s signing on EDCA (Enhanced Defense Cooperation Agreement)
with the US.
The lawyer believed that EDCA
cannot be used as another ground for Aquino’s impeachment, saying, “There
are no constitutional infirmities in that agreement as far as I could think of.”
