PCG – Philippine Coast Guard
yesterday defended the controversial DAP known as Disbursement Acceleration Program
by submitting receipt of funds.
Disbursement Acceleration Program
was “unconstitutional”
this was declared by the Philippine Supreme Court. More than Php2 billion funds from DAP was
used to finance the operation of the PCG on West Philippine Sea Palawan and
Zambales.
The Supreme Courts declaration on
DAP was unconstitutional, this includes its declaration of unobligated funds
considered as savings. This savings transferred to a government to another government
branch to fund projects. Those projects that was not included on the GAA (General
Appropriations Act.
“DAP funds allocated to PCG is
accounted for and it is used for the intent of the people of the Philippines, specifically
on our maritime security in which it plays a significant role for every
country.” This was said by the PCG Commander Armand Balilo.
Balilo explained the need of
additional fund for the Coast Guard for its patrol operations.
