PNP (Philippine National Police)
received Php3 billion through DAP (Disbursement Acceleration Program).
Based from the Department of Budget
Management of the Philippines, PNP was one recipient of the controversial Disbursement
Acceleration Program. In which this was declared by Supreme Court Unconstitutional
with a 13-0 decision.
The Malacañang believed that this
program is a stimulus package to the government agency, designed to fasten
economic growth.
Its documents showed that PNP has
7 items under its allocation, this includes Php45 million to the DPWH for PNP
Training Facility construction in Batangas in order to enhance capabilities of
our Philippine police force.
Php8.722 million was also allocated
to Crisis action of PNP construction at Camp Crame. Php115.556 million for the
implementation of 1k per personnel pursuant to No,8 Special provision of GAA RA
10147.
President Aquino approved the
budget thru DAP last October 12, 2011 this was upon the DBCC recommendations supported
with the Cabinet Clusters.
