The Chop-chop capital of Philippines

Atty. Bondal tagged Makati City as “chop-chop capital of the Philippines,” noting that the local government splits every contracts for one project to allegedly bloat its total price.

During the recent Senate hearing on Php2.7 billion Makati Hall II office and the parking building, Atty. Bondal alleged local government led by Binays operates “modus operandi” whereby projects are divided into different phases and then bid out separately.


We only learn of the total price when the project is already finished,” said Bondal. The office and the parking building is now subject of plunder complaint filed against the Vice President Binay, Makati Mayor Erwin Binay Jr., and others who were involved on the overpricing case.

The same scheme was then implemented for Makati City Building, which had a total price of Php7 billion. The “Ospital ng Makati” supposedly costs Php.2 billion for phase 1; and Makati Science High School.


Senator JV Ejercito  ally of Binay’s, interjected saying San Juan —where he was the former mayor – also divided the big ticket projects into phases since an annual city budget may not be enough to fund the project entirety.
