The approved budget was about Php3.3 billion generating total savings estimated at Php1.2 billion. This savings will be used for the procurement of additional rifles, increasing the readiness rating of Army and Marines at the same time, increasing the level of confidence, morale and pride of every soldier especially those serving in the field.

The M4 5.56mm rifle prioritized to replace early models of M—16 and M-16A1 rifle, majority which were old as Vietnam War era and already in poor condition and need refurbishing or replacement.

The procurement of these brand new assault rifles was part of the thrust to modernize armed forces, and to start it with the individual foot soldier in the field.

One major goals of AFP Modernization Program was the improvement of mission—essential capability requirements of AFP terms of firepower for ground troops. With this recent acquisition, AFP is optimistic that it will significantly contribute to the development and transformation of AFP into multi—mission—oriented force, capable of effectively addressing both internal and external threats.
