In Manila the officials that were
running local government facility that supposed to shelter and nurture the street
children come under fire on “acts of negligence and the maltreatment so
severe shocked observers likened the place to concentration camp.”
To stress it out, just how the bad
things are at Manila Reception and Action Center, welfare advocates wrote at
the City Hall for third time. This time, they enclosed photo of “Frederico,”
one of the many wards, showing naked boy lying on pavement, reduced skin and
bones.

Frederico’s very appalling
condition showed kind of care or lack of it, children like him had been
receiving at RAC, this was according to Scerri, the deputy director of the Bahay
Tuluyan, nongovernment organization that promotes children’s rights.
Scerri who took Frederico’s photo
during his visit to the stated center, located on Villegas Street Ermita, five—minute
walk from the City Hall.
Based on scant details gathered,
Frederico found abandoned in Paco brought to center March 8. And after seven
months, reasons still unclear, RAC staff members yet to determine his real
name, age and address. They also cited lack of funds for the medical treatment
to explain boy’s pitiful state.
